SIMILARITIES AND DIFFERENCES IN LEGISLATION AND PREVENTION OF DOMESTIC VIOLENCE

Summary/Abstract: Abstract (en): Domestic violence is one of the most persistent and complex social problems, with serious consequences for individuals, families, and communities. It manifests itself through a wide range of abusive behaviors—physical, psychological, economic, or verbal—that leave deep scars on the health and well-being of victims. Its effects are not limited to the individual level, but also affect family relationships, the professional environment, and social cohesion. Depending on the cultural, economic, and legislative context, the extent and manifestation of the phenomenon can vary significantly, implicitly influencing the effectiveness of prevention and intervention measures. This paper examines domestic violence from a comparative perspective, analyzing two distinct socio-legal contexts: Romania and Canada. The study aims to highlight how legislation, social norms, and public policies contribute to preventing and combating abuse, but also to supporting those affected. Both visible forms of physical violence and psychological abuse, which are more subtle but equally destructive, are analyzed. It also explores the effectiveness of the institutions involved—the police, social services, counseling centers—and how they work together to provide protection and support to victims. Through this comparative analysis, the paper aims to identify good practices implemented in Canada that could be adapted in Romania, but also to highlight the structural obstacles that prevent a coherent and effective response to domestic violence. The main goal is to formulate concrete recommendations that will contribute to strengthening public policies, improving protection services, and promoting a culture based on respect, equality, and safety in interpersonal relationships.
