Summary/Abstract: Children with developmental disabilities represent a particularly vulnerable social group that requires adequate institutional support to ensure the realization of their fundamental human rights, equal opportunities, and full participation in society. The aim of this paper is to analyse the role of the competent institutions in the Republic of Srpska in ensuring the rights of parents and children with developmental disabilities, with particular emphasis on social welfare institutions, educational and rehabilitation institutions, as well as independent human rights protection institutions. The paper analyses the normative and institutional framework of the Republic of Srpska and provides a comparative overview of the legal frameworks and support systems in Slovenia, Croatia, and the Federal Republic of Germany. The empirical part of the research was conducted using a questionnaire survey and an analysis of data collected from relevant institutions in the Republic of Srpska. The research findings indicate that, despite the existence of legally guaranteed rights and institutional protection mechanisms, significant challenges remain in practice, particularly regarding access to information, interinstitutional cooperation, inclusive education, the shortage of qualified professionals, and support for families. The analysis confirms the need for further improvement of the protection system through stronger institutional cooperation, the development of support services, and the more active involvement of parents in decision-making processes, in accordance with the principles of equality, non-discrimination, and the best interests of the child.
