Summary/Abstract: Thinking Two-Way and One Purpose is a representation of the deep learning paradigm. Two directions are the path, one goal is the achievement: tested problem-solving skills and continuous understanding of concepts. This research aims to develop a mathematics learning tool based on an inductive-deductive thinking model combined with cognitive conflict strategies to improve the mathematical problem-solving ability of junior high school students. This model is designed so that students are able to think both ways, from pattern to principle and from principle to case, the end goal of building a complete and flexible conceptual understanding. The Plomp model consists of three main phases: initial investigation, design, and realization. The instruments include expert validation sheets, pre-test-post-test problem-solving questions, student and teacher response questionnaires. The validation results obtained by the device are in the very valid category, with an average score of > 3.5. Practicality was obtained from the positive response of students and teachers, on average above 75%. Effectiveness is proven through improving students’ mathematical problem-solving skills. Average N-Gain is medium to high category. These findings show that the developed tools are feasible, practical, and effective for use in mathematics learning that emphasizes reasoning reinforcement and problem-solving.
