The Foreign Policy of Franco’s Spain and Salazar’s Portugal during World War II: Comparative Reflections

Summary/Abstract: This article seeks to provide a comparative analysis of the foreign policies pursued by Spain under Francisco Franco and Portugal under António de Oliveira Salazar between 1939 and 1945. Although both authoritarian regimes were ideologically similar and ultimately maintained neutrality during the Second World War, they diverged substantially in their stated foreign policy objectives and the methods used to achieve them. The study examines the commonalities and differences in the diplomacy of Madrid and Lisbon, accounting for factors such as distinct historical experiences in their relations with other states, the role of geographical location, the significance of the colonial aspect, and the contrasting models of rule adopted by the two dictators.
