Summary/Abstract: This study proposes an innovative decision-making model to evaluate women’s human development in Türkiye by integrating CRITIC (Criteria Importance Through Intercriteria Correlation) and FUCOM (Full Consistency Method) based hybrid weighting with Grey Relational Analysis (GRA). The analysis, covering 2004–2023 across five sub-periods, systematically examines ten criteria representing health, education, economic participation, and political representation. CRITIC– FUCOM results identify the gender gap in unemployment as the most critical indicator, followed by the gender gap in education and life expectancy. GRA findings reveal a steady performance improvement, peaking in the 2020–2023 period. Robustness checks using WASPAS (Weighted Aggregates Sum Product Assessment) and sensitivity analyses confirm the model’s high stability across various scenarios. The research demonstrates that despite relative progress, Türkiye’s decline in international indices highlights a structural divergence between domestic development and absolute global positioning. These findings provide an integrated framework for assessing women’s human development through the lens of 'relative inequality,' offering original contributions to literature and policy design.
