Summary/Abstract: Part of a wider research focused on the evolution of local government in Romania and France during the last twenty years and in particular on the progress made by the two countries in their common way towards decentralization, this study proposes a comparative analysis of the constitutional provisions on the relations of Romanian and French local authorities with their citizens. Taking into account the relatively recent constitutionalizing of the local communities law, we want to emphasize the place reserved for local democracy in Romanian and French Constitution, the sometimes different approaches of constituents as reflected in the specific of each constitutional status, especially the improvements that these two countries have recorded in matter of territorial democracy. It is, in both cases, an important process aiming to bring citizens closer to local decision making, supported by a legal framework broadly in agreement with the requirements of the European Charter of Local Self ‐Government.
