Summary/Abstract: This study examines the impact of the Skill-Based Values Education Program on the development of students’ cognitive, affective, and social-behavioral moral skills in middle and high schools. The research was designed using a single-group pre-test and post-test experimental model. A total of 786 students participated in the pretest and 632 students in the post-test in Sakarya and Istanbul. Over eight weeks, 12 activities were implemented by subject teachers, and their observations and evaluations were collected throughout the process. Pre- and post-implementation measurements revealed that students demonstrated significant improvements in all three skill domains. Notably, progress was observed in sub-skills such as empathy, self-control, problemsolving, moral communication, and social participation. Teachers reported that the activities largely supported values education, enabling students to connect virtues such as justice, compassion, and honesty with real-life situations. However, some challenges were identified, including the length of activities, unclear instructions, and limitations in family participation. Overall, the results demonstrate that skill-based values education supports students’ personality development more holistically compared to traditional approaches. The program stands out with its structure, which aims not only to develop students’ moral reasoning but also to enable them to transform these judgments into action within social contexts. The study highlights that cognitive, affective, and behavioral dimensions should be addressed together in the field of values education and suggests that the wider implementation of the program would make a significant contributions to student development.
