Summary/Abstract: This article examines the European Union’s migration and asylum policy and the protection mechanisms established by the 2024 Pact on Migration and Asylum. It traces the common policy from the Schengen acquis to the failure of the Dublin IV reform and analyses the Pact’s ten legislative acts, the reformed Common European Asylum System, the temporary protection regime activated for persons displaced from Ukraine, and the first permanent resettlement framework. The Ceuta crisis of summer 2026 serves as an empirical test. The article argues that the Pact is the most ambitious recalibration of the EU migration regime since the communitarisation of the field, replacing the rigid Dublin logic with mandatory but flexible solidarity, yet that it displaces rather than resolves the tension between effectiveness, solidarity and protection. Ceuta indicates that the principal risk lies not in normative incompatibility but in the non-use of the common instruments.
