Summary/Abstract: While “Synoecism” meant gathering small settlements under a single city-state through political authority in Ancient Greece, “Peuplierung” defined policies aimed at filling demographic gaps created after wars and epidemics in early modern Europe through migration. The political authorities of the period viewed migration not only as a means of population mobility but also as a means of centralized social order, political unity, and economic planning. This study examines migration throughout history not only as a means of population mobility, but also as a means of economic development and political integration. The study was prepared using comparative historical methods, which used descriptive and explanatory analysis techniques, and historical documents and literature on migration policies were utilized. In the first section, the military, economic, and cultural aspects of Synoecism were discussed with the examples of Athens, Elis, and Halicarnassus. In the second section, the reconstruction of cities such as Hanau, Berlin, and Potsdam with Huguenots, Reformists, and Jews within the scope of peuplierung policies in 17th and 18th-century Germany was examined. The final section discusses the reflection of this historical process between modern Germany’s industrialization, guest worker programs, and today’s qualified immigration laws. It is emphasized that immigration functions as a central tool in constructing economic and political power today, as it did in the past. In this context, a direct continuity can be observed between the peuplierung approach in Prussia, which “values labor power, not common religion”, and today’s qualified immigration laws in Germany.
