Summary/Abstract: The article examines the role of managerial decisions as a key factor in effective change management in a dynamic digital economy. The relevance of the problem is substantiated, which lies in the existing contradiction between the technological capabilities provided by HR tools and the socio-psychological barriers that arise when ignoring the ethical aspects of communication. The essence and the synergistic relationship between the key concepts are defined and proven: "managerial decisions," "change management," "personnel management," "HR technologies," and "business communication ethics." It is shown how a high-quality managerial decision initiates changes, technologies provide an information base for it, and ethics ensure its acceptance by the team. The influence of modern HR technologies on the processes of organizational transformation is systematized. Their dual function is analyzed: on the one hand, they are a source of analytical data for making informed decisions, and on the other, they act as a platform for the practical implementation of changes through training, information, and feedback collection. The importance of business communication ethics as a tool for minimizing personnel resistance to change, creating a favorable corporate climate, and an environment of psychological safety, which is critical for the success of transformations, is revealed. The author's conceptual model for the integration of HR technologies and ethical principles of communication in the process of making managerial decisions is proposed. The model structures the change management process through three successive stages: diagnosis, implementation, and analysis. The practical application of the proposed model allows organizations to move from directive to adaptive change management, increase their efficiency, and ensure sustainable development through a balanced combination of analytical and humanistic approaches in personnel management.
