A Proposal for a New Model for the Evaluation of Scientific Units

Summary/Abstract: The current system of research assessment in Poland is despite its numerous defaults a relatively reliable tool for performance-based funding and for ranking the institutions. Its workability depends largely on the quality of metrics used. These metrics should be transparent and designed without undue influence of academic lobbyists. In this paper a system for ranking the research quality at various institutions has been proposed. This system is supplemented by a set of metrics allowing an international comparison of universities in terms of research performance. Additionally a system for peer-review as a quality management tool has been proposed.
