Summary/Abstract: Analytical tools available for social sciences, including economics, are well adjusted to the analysis of static situation but they do not fully explain and do not allow to understand some of the processes in the changing world. This article is an attempt to indicate tools for analysing the process of institutional change, whose importance was already emphasized by H. Simon. The paper presents recent advances on the importance of institutions in economic processes and discusses the concept of institutional equilibrium. This equilibrium is understood as harmonization of formal and informal institutions and the state in which no social group or profession would seek (or is able) to change the existing institutional order. In this context, one of the most important function of the state is to create the kind of institutional system, which will provide long-term equilibrium, consistent with the principles of sustainable development.
