Summary/Abstract: The paper discusses issues related to the organizations of the third sector, which are defined both as public benefit organizations (in a broader sense) and non-governmental organizations (in a narrower sense). In order to present the issues of non-profit organizations, theoretical considerations oscillating around normative and legal regulations were undertaken. In addition, an attempt was made to introduce the terminology of “civil society”, which at the turn of the 20th and 21st centuries is more and more noticeable not only in the scientific institutions, but more and more often among politicians and Polish society, the more significant the role of the third sector’s organizations in the civil education. An important problem constituting the core of the paper is the local community, which is a foundation of all activities, even pioneering ones, leading to the modeling of civil attitudes, oriented towards shaping a civil society. Empirical researches conducted within the borders of the Podlaskie Voivodeship, verify the attitude and approach of people representing non-governmental organizations towards activities related to civil education among the local community, based on indicators of interest in socio-political issues, shaping national identity, etc. Additionally, information about the situation of such institutions after the pandemic COVID-19 was presented. Information obtained through empirical researches confirm that local communities should cultivate all traditions strengthening citizenship, because at the micro or mesostructural level it is much easier to reach with all activities. As a result, the intended action plan on a national or global scale can be obtained.
