Summary/Abstract: The purpose of the following article is to analyze both legally and doctrinally the systemic position of the Federal Assembly. The current research achievements has not developed a consensus among researchers and scholars on the principle of power organization implemented there, thus leading to a dispute in the doctrine. Currently, the doctrine advocates two views of the political apparatus of the Helvetian state - the position on the realization of the supremacy of parliament, unprecedented in democratic states, in opposition to the view that there is a separation of powers of power, albeit implemented in a specific way. The analyzed literature, together with the legal achievements of this state, indicate the validity of the second view.
