Summary/Abstract: Due to the freedom of movement, citizens of EU Member States have the freedom to travel within the EU borders. Migration policies in the EU for non-EU citizens are increasingly targeting a particular profile of migrants, most often for all specific skills deficits. Selection is generally based on language, professional experience, education, and age. Alternatively, employers can recruit staff so that migrants already have a job on arrival (clear offer, possibly through recruitment agencies). In the context of the economic crisis and restrictive policies on labor migration from the destination countries, new "definitions" of migration are emerging in Romania as a public issue, especially in the media. Access to the European labor market, not the phenomenon of migration, becomes the issue that requires debate and a political and collective responsibility.
