Summary/Abstract: Since sufficient energy is a prerequisite for economic development, it is understandable and necessary for the state to be interested in tools and opportunities to influence both the availability of raw materials from which energy is produced, as well as the uninterrupted supply of these materials and the resulting price for end users. An exceptionally suitable tool in the conditions of the First Republic for promoting state interests were utility power companies majority controlled by the public administration, when a whole range of state officials and local government representatives sat on the administrative and supervisory boards. Thus, the entire process was given order and a clear direction so that it was not narrow local economic and political elites who benefited from it, but the entire society. All this led to the dominance of the state, or rather public administration, which was often used by utility power plants for its own benefit, but the wider benefits were enjoyed by the national economy and the entire population.
