Summary/Abstract: The paper analyzes the structural and functional standardization of administrative procedures in the Republic of Serbia, focusing on the systemic evolution of the Registry of Administrative Procedures (RAP) through the introduction of a Unified Record of Non-Tax Revenues (URNTR). Drawing upon Eugen Pusić’s theoretical framework on the necessity of standardizing mass administrative operations, the study problematizes the transition of the national RAP portal from a purely informative to a transactional model. It examines the inherent tensions between procedural predictability and operational elasticity, while exposing the "factory flaw" within the current legislative design which excludes ex officio procedures from the standardization scope. Furthermore, the author evaluates the practical barriers to implementation brought by the December 2025 amendments to the Registry of Administrative Procedures Act 2021, most notably the technological gap and deficit of administrative capacities within smaller local self-governments. By contrasting the efficacy of standard misdemeanor fines against the alternative mechanisms, the paper illuminates the real-world limits of legal accountability introduced by the amendments. Ultimately, the study concludes that a seamless integration of the URNTR and the digital payment service platform "Pay" is a mandatory socio-technical prerequisite for eliminating hidden transaction costs and establishing a fully functional e-government’s One-Stop-Shop.
