Shortcomings concerning disability ID cards: research and inspiration from neighbouring countries

Summary/Abstract: This article presents the results of a qualitative comparative study conducted in 2024–2025 following the adoption of a directive on the introduction of an international disability card. The authors compared the cards issued in the Czech Republic and neighbouring countries (Austria, Germany, Slovakia and Poland). The research was supplemented by the results of a 2022 questionnaire survey on the needs of a significant group of persons with disabilities (specifically those with cerebral palsy), in which such cards were one of the support tools examined. The analysis further addressed the issue of parking permits for persons with disabilities, which despite being valid internationally also have a number of shortcomings. The aim of the research was to verify and clarify the problems identified and to assess whether the introduction of an international card would contribute to the resolution of these problems. The analysis revealed that the Czech Republic provides the fewest benefits to permit holders of all the countries compared and fails to fully utilise their potential. Such an international permit for persons with disabilities would not resolve certain key issues; moreover, the parking permit system in the Czech Republic does not function as well as it should. The article therefore emphasises the need to address both areas at the national level and provides various proposals for potential remediation measures in this area.
