Summary/Abstract: This study analyzes the issue of secret parliamentary voting from the perspective of the relationship between the principle of confidentiality and the increasing tendency toward transparency in the expression of voting options within parliamentary activity. The paper highlights the role of secret voting as a constitutional guarantee of freedom of conscience and the independence of the parliamentary mandate, focusing on situations in which secret voting is exercised through the visible use of voting balls, a practice that allows the identification of the individual voting option. The paper further examines the procedural and constitutional implications of such a practice, emphasizing the risk of political pressure, party discipline mechanisms, and forms of political alignment incompatible with the representative role of the parliamentarian. At the same time, the study points to the existence of a possible double standard between the strict protection afforded to the secrecy of citizens’ votes during elections and the relativization of the same guarantee within parliamentary activity.Furthermore, it is argued that the invocation of transparency cannot justify the restriction of the guarantees of voting confidentiality, since such guarantees constitute an essential condition for the free and independent exercise of the parliamentary mandate.
