Summary/Abstract: The article examines the European Union’s civilian Common Security and Defence Policy in the context of a rapidly deteriorating security environment and increasing instability both in Europe and globally, characterised by the resurgence of interstate conflicts, hybrid threats, and intensifying geopolitical rivalry. The article aims to assess the extent to which the civilian Common Security and Defence Policy constitutes a relevant and sustainable instrument for addressing contemporary security challenges faced by the European Union. Methodologically, the article is based on a qualitative content analysis of key European Union strategic documents, complemented by a review of academic and professional literature on security and defence policy and civilian crisis management. This is supplemented by an analytical-synthetic approach and a comparison of normative ambitions with the practical implementation of civilian missions. The findings of the analysis highlight the considerable potential of civilian Common Security and Defence Policy in strengthening the rule of law, stability, and societal resilience. At the same time, they reveal persistent personnel, financial, and strategic constraints that continue to hinder its effective implementation.
