Summary/Abstract: This paper examines the architecture of industrial relations through both a theoretical and an applied lens, with the primary objective of adapting this conceptual framework to the distinctive operational and institutional realities of Romania’s military system. Building on classical models of industrial relations, models that conceptualize the field as an interplay between actors, contextual determinants, and institutional rule, the study highlights the ways in which these components acquire unique configurations within the military environment. This environment is defined by rigid hierarchy, strict discipline, legal constraints, and operational responsibilities that directly influence national security. The analysis of key influencing factors – individual behavior, organizational structure, psychological determinants, leadership styles, and the broader economic, technological, legal, and political context – reveals that these variables manifest in highly specific forms within the armed forces. Their configuration generates additional constraints on personnel, as well as on mechanisms of negotiation, representation, and conflict management. The paper further outlines the particularities of human resource management in military institutions, including hierarchical stratification, a distinct professional status, and restrictions on trade union rights. It also identifies several systemic vulnerabilities, such as persistent staffing shortages, elevated turnover, and rigid career-progression procedures. The conclusions emphasize the imperative of modernizing the system of industrial relations within the military so that it may function as an effective instrument for human resource governance, organizational performance enhancement, and the strengthening of the operational capacity of national defense institutions.
