Summary/Abstract: Undoubtedly the world (read the States) wins different types of transformations in the political, economic, financial, commercial and national security after the Cold War ended, although these changes are so far only circumstantial. Following the end of bipolarity, emerged an accelerated process of readjustment intrablock and, in this context, the establishment of a new international security order that has not been produced to date, ended up breaking the old international political relations, same must now re-allocated to a new international order in all material respects the global agenda. It is in the field of international relations is where, from my point of view, more is required State action since it is urgent to begin to implement a reengineering to define with clarity the rules, institutions, and the type of forces required to defeat the "new threats" to the new order and the areas of responsibility of the main actors in the system: States.
