Summary/Abstract: Technological, demographic, and cultural transformations in contemporary work environments necessitate a re-evaluation of existing human resource management approaches used to explain employee behavior. In particular, the widespread adoption of artificial intelligence technologies, the growing importance of employee experience, and changing organizational expectations have increased the need for a more holistic understanding of human behavior. This study conceptually examines the relationship between the neurobiological foundations of human behavior and people and culture management practices. The aim of the study is to develop a paradigm proposal that explains the transition from traditional human resource management to neuroscience-based people and culture management. To this end, the literature on organizational neuroscience, social neuroscience, neuroplasticity, psychological safety, and human-artificial intelligence collaboration is integrated, and a conceptual model entitled the Neuroscience-Based People and Culture Management Paradigm (NBPCM) is proposed. The model approaches employee behavior through biological, cognitive, social, and technological dimensions and reinterprets the fundamental assumptions of human resource management. The findings suggest that factors such as trust, belonging, learning, motivation, and human-artificial intelligence interaction play a central role in people and culture management practices. The study is expected to contribute to the literature by establishing a conceptual bridge between human resource management and neuroscience and by providing a theoretical framework for designing humancentered organizations in the age of artificial intelligence.
