Summary/Abstract: The main aim of the scientific paper - Problems of Managing Online Learning under COVID-19, is to outline the basic theories, terms, various online learning platforms that meet the needs of the digital environment and knowledge-based economy. The paper discusses non-traditional, alternative ways of teaching: electronic, online, remote (synchronous, asynchronous), hybrid and others. Along with traditional education methods, online learning has been successfully operating for years, which acquired a special load in early 2020, when the world was suddenly hit by the raging pandemic COVID-19. In the conditions of the pandemic, switching the education system to online mode, introducing digital learning services, turned out to be a difficult challenge for the developing, poor Georgian education system. With the management of the education system, the scarcity of specific digital learning skills, access to computers and other online resources, economic problems have been exacerbated, and the number of people living below the poverty line has increased. Fifteen percent of school-age children in Georgia do not have access to the Internet at home, which hinders their distance learning and access to online opportunities. The paper presents the main challenges of managing online learning in the context of the COVID19 pandemic, both at the basic education level and in higher education institutions. Opinions are expressed on the full implementation of online learning in Georgia and the possibilities of strengthening the component of using digital resources. Online learning can be considered as a strategically important direction in the management of the education system. This service is used by many people around the world. Online education has no boundaries, is not limited by disabilities, is effective. The results obtained in the paper may help educational institutions to plan quality teaching online.
