The Problem of EU’s Strategic Autonomy in the Space Sector under Contemporary Security Challenges

Summary/Abstract: The article examines the issue of EU’s strategic autonomy in space, in the context of contemporary security challenges. Its aim is to analyse EU’s current space policy, its security dimension, and the role of its key instruments – technological, institutional, and regulatory – in implementing EU’s strategic autonomy. Using methods such as institutional analysis of the competencies of the European Space Agency (ESA), the European Commission, and the European Defence Agency (EDA), content analysis of legal and policy documents (including the EU Space Strategy for Security and Defence, the Strategic Compass), and programmes such as Galileo, Copernicus, IRIS, and GovSatCom, as well as forecasting methods, the study identifies opportunities for the further development of EU’s strategic autonomy in space and evaluates the potential of an EU Space Shield as a possible mechanism to achieve it.
