Summary/Abstract: The scenario followed today by people and public administration has changed radically due to events that have called into question the traditional way of living and working such as globalization, information society, the rapid steps of social and economic changes and expectations of citizens and businesses, which have become more demanding due to the growth of the use of information and communication. The internet has contributed decisively to this change, which, together with other information and communication technologies, has changed radically and deeply all aspects of social life, production, work, education, free time, culture, public services, etc. That's why the purpose of this paper looks at how the relationship between citizens and the state is changing now days. The author uses an analytical approach, beginning with a review of existing research and institutional reports on digital literacy, e-government, and public administration reform. It then takes a closer look at Albania's experience, examining key digital public service platforms and the policies behind them. The digital revolution is one of the most important aspects of the transformation of society through these years, namely the digital revolution, which is gradually totally transforming the citizen-state relationship, and is laying the foundations of a new hopefully secure anti-corruption system in delivering public services. That is why citizens need to have digital literacy, new skills to live, work, learn and interact. The findings highlight the importance of digital literacy as a key factor in the successful use of e-government services.
