From piaac to policy: insights and prospects for Hungarian adult learning policy

Summary/Abstract: The study examines the lessons and perspectives of Hungarian adult learning policy over the past four years, structured around three thematic pillars. The first section discusses the post-2020 transformation of adult learning sector, which increasingly integrates training into the state institutional system, while highlighting forward-looking measures such as the development of digital educational infrastructure and the introduction of micro-credentials. The second chapter analyses the results of the PIAAC survey, which reveal that a significant proportion of Hungarian adults lack the basic skills necessary for labour market participation and social inclusion. These deficits constrain both productivity and innovation capacity. The third part calls for urgent interventions to enhance Hungary’s adaptability and competitiveness, including complex, target group-specific adult learning programs, the modernisation of teacher training, and the development of a comprehensive, research-based skills strategy.
