Educational governance between politics and public administration

Summary/Abstract: In 2022, the decree defining the functions of the government assigned the task of managing the public education system to the Minister of the Interior. At the same time, however, from the end of 2021, in the field of education policy strategy-making and education management, an alternative control center will be built within the government in a special way, at the center of which is the Prime Minister’s Office, with professional organizations such as the Mathias Corvinus Collegium and the National University of Public Service behind it, among others. The dual management of education (political-ideological and administrative) is not unprecedented in the history of Hungarian education, but its reappearance is nevertheless a striking and noteworthy phenomenon. Due to its nature and the uncertainty of responsibilities, it is a difficult area to research, but its description is essential when characterizing the education policy between 2022–2026.
