Summary/Abstract: The study examines the relationship between Hungarian social policy and human capital investment within the theoretical framework of well-being and social investment. Until the 2000s, European Union policies viewed the welfare system primarily as a budgetary burden that limited competitiveness and economic growth. With the Lisbon Treaty, social policy objectives were added to economic objectives, and since then the so-called social dimension has been viewed not only as an expense but also as an important resource. In the Hungarian social welfare system, we examine the development of investment in human capital in three dimensions: how social spending has changed, how investment in social services can be characterized, and what the quality of services is like.
