Summary/Abstract: In this article, the establishment of the youth wing within the Communist Party of the Russian Federation during the 1990s is investigated as an important aspect of the overall development of the Russian party system under the post-Soviet transformation. Based on archival materials, program documents, and congress resolutions of the party, the following three major stages are identified in how its youth policy evolved: reconstruction (from 1993 to 1994), program design (from 1995 to 1997), and institutionalization (from 1998 to 1999). The ideas and practices that were adopted from the Soviet youth strategy and the new approaches conditioned by today’s political reality are discussed. The results also show that the founding of the Union of Communist Youth of the Russian Federation in 1999 finalized the organizational formation of the youth wing, which became integrated into the party’s management system.
