Summary/Abstract: The report examines the growing importance of information and communication technologies (ICTs) in the context of modern armed conflicts and their impact on the protection of civilians under international humanitarian law (IHL). In the context of global digitalization, connectivity and access to digital technologies are becoming crucial for the functioning of societies, including for the survival of civilians in conflict. At the same time, ICTs are becoming a means and method of warfare, leading to the increasing participation of civilians in cyber operations and other digital activities related to armed conflict
