Unified Rescue System. Functions of the Executive Authorities for Disaster Protection

Summary/Abstract: The current development determines the complex structure and functional parameters of the Unified Rescue System (URS) in the Republic of Bulgaria. The subject of study is the institutional framework of the executive authorities and their role in managing the disaster cycle – from prevention and preparedness to response and recovery. Special attention is paid to the subordination between central, regional, and local authorities. The report considers disaster protection as an element of national security, requiring a high degree of inter-agency coordination and resource optimization in crisis conditions
