UČESTALOST I VRSTE KAZNENIH DJELA DJECE I MALOLJETNIKA U REPUBLICI HRVATSKOJ OD 2015. DO 2025. GODINE
FREQUENCY AND TYPES OF CRIMINAL OFFENSES COMMITED BY CHILDREN AND MINORS IN THE REPUBLIC OF CROATIA IN THE PERIOD FROM 2015 TO 2025

Summary/Abstract: Globally different trends are present when it comes to the crimes committed by children and juveniles. For example, in the United States of America property crimes are on the decline, while crimes involving violence and murders are on the rise. In the European Union crimes against property and crimes involving violence are continuously increasing. In order to find out more about trends in the Republic of Croatia, the Statistical Surveys of the Ministry of the Interior Affairs of the Republic of Croatia and the Reports of the Ombudsperson for Children for the period from 2015 to 2025 were analyzed. Data revealed around 7% increase in the number of criminal offenses committed by children and minors. However, the nature of the crimes committed is more concerning: while the number of crimes related to property crimes is relatively stable, crimes of sexual abuse of children have been on the rise since 2019. Given that the fact that Republic of Croatia has uneven judicial practice and lacks national action plans and strategies that would influence the reduction of the number of criminal offenses committed by children and minors, this paper aims to highlight the need to open a social dialogue on the importance of intersectoral cooperation regarding preventive activities in the local communities, whereby higher education institutions should take the role of centers for the dissemination of good practice in the field of prevention and rehabilitation of behavioral problems in children and youth.
