Summary/Abstract: The proposed article analyzes how personal data is processed through a comparative analysis between a civil servant and an application based on artificial intelligence (AI). The study addresses the legal framework for the collection of personal data at the national level and, in particular, the implementation of European regulations, focusing on legal, ethical, and institutional responsibility issues. The main objective is to identify solutions for harmonizing the digitization of administration with respect for fundamental rights to privacy.
