Analysis of the Draft Resolution on Amending the Standing Orders of the Sejm of the Republic of Poland (Sejm's paper no. 1056)

Summary/Abstract: The draft resolution under consideration contains comprehensive regulations of significant systemic importance on the status of Deputies' groupings and parliamentary groupings. The organisation of parliamentary groupings that are not affiliated to any political party falls within the scope of the chambers' regulatory autonomy and may be subject to greater restrictions than the organisation of parliamentary groups, the existence of which is a condition for political parties to influence the policy of the state by democratic means. It was emphasised that the modification of the rules for the foundation of parliamentary groupings should be reflected in the Act on the Exercise of the Mandate of a Deputy or Senator.
