Summary/Abstract: Foreign Information Manipulation and Interference is shaping the EU’s response to disinformation and foreign influence operations. However, the concept did not emerge overnight. It took shape in a particular time period and under specific geopolitical conditions, accompanied by key geopolitical events. While general accounts have traced the adoption of the FIMI concept on the basis of policy documents and other official sources, this article examines the adoption process from the perspective of individuals who were involved in it at the time. Based on a sample of selected interviewees and adopting an organisational theory perspective, the article demonstrates how actors understood the adoption of FIMI against the backdrop of dynamic geopolitical developments and institutional imperatives.
