Summary/Abstract: Most experts perceive disinformation as part of hybrid warfare, taking place at the information level. A strong disinformation campaign can lead to radicalization of views and conflict between social groups or national minorities. The effects of disinformation can polarize society, weaken the credibility of public institutions and reduce public trust in the state, and in certain circumstances cause panic. Therefore, there is a need to strengthen society's resilience to information manipulation and increase the capabilities of state institutions dedicated to counteracting these threats in cooperation with non-governmental organizations. The aim of the article is to identify the threats posed by disinformation and to determine possible ways of building state resilience to hostile actions in this area.
