Summary/Abstract: The document presented here was most likely drafted in April 1945 within the milieu of Czech socialist and communist circles in Ostrava. After the war, these groups established the Silesian National Council, which, once transformed into a branch office of the Provincial National Committee in Brno, assumed administrative authority over the part of Upper Silesia incorporated into Czechoslovakia. The manifesto called for the creation, within a decentralized Czechoslovakia, of a so-called “new Czech Silesia”, to comprise not only the Opava and Cieszyn regions, but also six judicial districts of the Ostrava area and a broad strip of Upper Silesian territory on the left bank of the Oder.
