China's approach to international development assistance: specifics, role in state policy, challenges

Summary/Abstract: The aim of this article is to explain China's approach to international development assistance. It focuses on the nature of this aid, its funding principles and forms, and the scale of funding for various development projects in the Global South. It also considers the role of this assistance in China's policy and the challenges this poses to the existing architecture of international development assistance. China is not a member of the OECD Development Assistance Committee, and Official Development Assistance (ODA) is not a reference point for China's approach to international development assistance. China's activities aimed at supporting socio-economic development and strengthening the position of countries in the Global South are based on principles other than ODA. They are subordinate to China's foreign and economic policy objectives and are a tool for gaining the support of countries in the Global South for Chinese initiatives (BRI, GDI) in international organizations, and reinforcing the narrative of their significant role as an actor stabilizing the international situation and changing the world order in favor of developing countries, including in the field of international development assistance. This poses challenges arising from China's increasing involvement in proposing changes to the existing international development assistance framework.
