Summary/Abstract: This analytical article formulates an evaluative framework of Alignment-Leadership-Capacity to assess the maturity of digital policies in public sports services through the lens of problem-oriented policy sciences. Starting from the cases of Indonesia and the United Kingdom, we map the findings of the content analysis of official documents to seven functions of the decision-making process (from problem identification to assessment) to bridge the gap between evaluation and policy action. The analytical contribution of this study is a synthesis of hybrid policy pathways that bind open standards and interoperability, fair data governance, and meaningful citizen participation as prerequisites for public value. Its conceptual contribution operationalizes digital maturity as the capacity to govern a multi-actor ecosystem rather than merely adopting technology by linking digital goals, instruments, and architecture to an auditable sequence of decisions. Its methodological contribution presents a "function-by-function" coding rubric and a phased implementation ladder (from no-regrets steps, limited trials, to scaling) that guides the development of mandates, funding, and learning mechanisms. Cross-contextual comparisons reveal that the UK excels in platform integration and procedural accountability, while Indonesia is strong in adaptive leadership, public-private partnerships, and digital assistance services aimed at reducing disparities. The implication for a broad readership is the availability of actionable, evaluative tools across the public sector, helping policymakers design transparent, inclusive, and context-sensitive decision-making processes.
