Summary/Abstract: This study aims to design and evaluate Virtual Reality (VR)-based learning media for flood disaster education in disaster-prone areas, addressing gaps in the application of immersive technologies for disaster preparedness education. Using a mixed-methods explanatory sequential design, the study engaged 158 students through pre- and post-assessments and perception questionnaires, followed by in-depth interviews. VR media features 360° flood simulations, audio narration, and interactive navigation using smartphone devices with VR boxes. Results showed significant improvement in learning with an increase in average score from 58.7 to 78.2, a moderate gain score of 0.47, and a large effect size of 2.21. Students showed very positive perceptions in all aspects: ease of use (3.42), visual appeal (3.60), clarity of materials (3.35), usability (3.57), and engagement (3.48) on a 4-point scale. Regression analysis revealed that students' perception of the media explained 55.2% of the variation in learning outcomes. Qualitative findings reinforce that immersive simulations improve disaster understanding, preparedness, and decision-making skills. Significance and Impact Study: VR-based learning media have proven to be highly effective for flood disaster education, creating meaningful contextual learning experiences that bridge theoretical knowledge with practical applications. The study contributes to a technology-enhanced disaster education framework and supports the building of resilient communities through innovative educational approaches tailored to local disaster risks.
