THE STRUCTURE AND FUNCTIONS OF THE SECOND DEPARTMENT OF THE ESTONIAN GENERAL STAFF IN THE 1930s

Summary/Abstract: The objective of the article is to determine the structure and organisation of the Second Department of the General Staff and examine the tasks of its subunits during the 1930s. Currently, there has not been a detailed and systematic overview of the structure and tasks of the Second Department, which makes it difficult to understand its role in the development of the Estonian military during the 1930s. The research is mainly based on sources of military intelligence found in the National Archives, as well as the memoirs of individuals who were involved with the Second Department. The thesis is divided into three chapters. The first analyses the structure of the Second Department during both peacetime and wartime, highlighting organisational changes throughout the decade. The second chapter introduces the department’s four commanders of the 1930s, comparing their service and leadership styles. The third chapter explores the subunits’ main tasks, illustrated by operational examples.
