Summary/Abstract: Law No. 189/2025 establishes a normative framework for the amendment and supplementation of legislation governing integrity in the exercise of public offices and dignities, primarily intervening upon Law No. 176/2010, as well as related regulations concerning the organization and functioning of the National Integrity Agency. From both a conceptual and normative perspective, the central element of this regulation consists in the enshrinement of pre employment and post employment restrictions, aimed at preventing conflicts of interest and strengthening anti corruption mechanisms within the public sector. These new regulatory solutions also find their counterparts in the Labour Code, particularly with regard to pre employment conditions, which may be associated with the employee’s duty of loyalty, and, respectively, post employment conditions, which correspond to the employee’s non compete clause. The present article seeks to examine the parallelism between the aforementioned concepts as reflected in the relevant legislative frameworks.
