Summary/Abstract: This study aims to analyze how the legislative process unfolds in Romania. Within the legal framework, Parliament is qualified as the supreme representative body of the Romanian nation and the sole legislative authority of the country. However, in addition to Parliament’s legislative powers, other public authorities ‒ both central and local ‒ exercise the prerogative to adopt legally binding acts at the central or local level. We aim to provide an overview of how all these public authorities exercise their „legislative” powers, in the broad sense of the term, highlighting, in particular, the shortcomings that arise. We first consider the fact that, with regard to Parliament’s role as the sole legislative authority, it is profoundly affected by the process of transforming rules into exceptions and vice versa.
