Summary/Abstract: This paper analyzes the evolution of public law in Dobruja, beginning with Antiquity and Little Scythia, offering a historical and legal perspective on the institutional and legal transformations that have shaped this territory over time. Our study traces, in a diachronic manner, the main stages of political and administrative organization, from the Greek colonies and Roman administration, through Byzantine influences and the medieval period under Ottoman rule, to the integration of Dobruja into the Romanian state, as well as the interwar period, the communist regime, and the post December administrative reform. Our analysis highlights how the interaction of Greek, Roman, Byzantine, Ottoman, and Romanian legal traditions led to the emergence of a specific institutional model, adapted to local realities but progressively integrated into Romanian public law. Furthermore, the study underscores the impact of centralization and decentralization processes, as well as the influence of European integration on contemporary administration. Through an interdisciplinary approach, combining tools from history and legal sciences, the study highlights both the continuities and discontinuities in the evolution of Dobrujan public law, offering the reader a complex and captivating picture of a territory situated at the confluence of great civilizations, as well as of diverse institutional models.
