Summary/Abstract: This study analyzes the historical and scientific significance of the Revista de Drept Public (Journal of Public Law), a landmark publication issued between 1926 and 1943 under the aegis of the Romanian Institute of Administrative Sciences. Founded and directed by Professor Paul Negulescu, the journal emerged as a foundational response to the structural needs of the Romanian state following the Great Union of 1918, aiming to unify disparate administrative systems and replace administrative empiricism with a rigorous scientific methodology. The research employs the historical method, drawing extensively on the documentary fond of the Institute of Administrative Sciences (preserved by the National Archives of Romania) to highlight the institutional and editorial evolution of the publication. Furthermore, the study provides a comprehensive thematic synthesis of the journal’s content for the entire 1926 1943 period, tracing the shift from programmatic doctrinal manifests to specialized technical analyses. The analysis reveals the journal’s dual role as both an institutional pillar and a doctrinal laboratory, functioning as a bridge between the Romanian academic elite and the international legal community. This international dimension is evidenced by collaborations with prestigious scholars The thematic synthesis follows the journal’s adaptation to the country's changing political landscape: from the early focus on decentralization and professionalization, to the complex debates on administrative litigation and urbanism, and finally to the challenges of the 1938 constitutional change and the exceptional circumstances of World War II.
