Summary/Abstract: This article examines the role of European Union funds in shaping the endogenous development potential of municipalities in the Silesian Voivodeship and analyses the co-occurrence between the intensity of absorption of these funds and selected measures of peripherality and entrepreneurship. The objective is to descriptively identify patterns of co-occurrence and to assess their relationships with the Budget Stability Index (BSI). The study covers 15 municipalities selected based on the average share of EU funds in own-source revenues over the period 2014-2023. The research applies quantitative methods (Pearson correlation coefficient and simple regression models), complemented by descriptive analysis and a review of selected cases. The results indicate a strong positive co-occurrence between the share of EU funds and own-source revenues, a moderate negative co-occurrence with measures of business registration dynamics, and negative relationships between EU funds and the BSI in many municipalities. A high degree of heterogeneity in local effects is observed. The conclusions emphasise the correlational nature of the analyses, with no evidence of causality, and point to the need for panel studies and for controlling confounding variables. The original contribution of the article lies in the systematic integration of quantitative project-level data with correlational analysis and a review of allocation practices.
