Summary/Abstract: The task of municipalities is to meet the collective needs of the population on an ongoing and uninterrupted basis through the provision of widely available services. Among them is the challenge of climate change, as well as the protection of ambient air, including the phenomenon of low emissions. This requires the adjustment of various elements of local systems functioning, such as infrastructure, communities, and the economy. In the face of uncertainty and changing conditions, local government units should plan necessary investments that are sustainable and take into account existing structural problems and the mismatch of financial resources. The purpose of this study is to determine the factors influencing local government units in Poland to take action to reduce the level of low emissions. Multivariate regression models were used to evaluate the effectiveness of low-emission reduction programs.
