Summary/Abstract: Digital platforms are becoming a key infrastructure of contemporary public information. They fundamentally reshape the conditions of the production, circulation, valuation, editing, and reception of information. Drawing on platform society theory and new institutionalism, the paper conceptualizes platformization as a process of institutional change unfolding across three interdependent dimensions: technological, market, and governance. Within this framework, the concept of systemic risk, derived from complex systems theory, is employed as an analytical instrument to identify the structural mechanisms through which platform design, market models, and governance regimes shape the functioning of the information ecosystem. The paper theoretically derives three types of systemic risks to public information – epistemic, economic, and normative – and demonstrates how their interaction cumulatively produces institutional vulnerabilities in public information.
