Summary/Abstract: This paper explores the role of the Regulatory Authority for Electronic Media of the Republic of Serbia (hereinafter referred to as REM) in adhering to - or failing to adhere to media codes and laws. Numerous findings from expert organizations, both in the past and present, indicate that the REM does not function in practice in compliance with the applicable legal provisions. In the first part of the paper, we will demonstrate that REM grants frequencies to television and radio stations and makes decisions that contravene the law. We will particularly analyze the procedure for awarding national broadcasting licenses to television stations for the period 2022-2030 by REM. Additionally, we will present cases where REM tolerated illegal advertising on Pink TV, which is closely linked to the ruling regime in Serbia. This practice is clearly not in accordance with the provisions of the Law on Advertising, exceeding permissible limits and enabling multimillion illegal revenues for media outlets that disregard the law. Furthermore, we will illustrate what is being broadcast on national frequency televisions, private stations, and how legal and media codes are being violated, as well as the lack of response from REM. At the end of this section, we will present the demands from the public and opposition political parties following the massacres at "Vladislav Ribnikar" Primary School and in the villages of Orašje and Dubona for the dismissal of REM Council members, along with the reasons for these demands. We will aim to deliver an objective and impartial conclusion about the quality of work of the Regulatory Authority, with particular emphasis on the lack of adherence to rules in commercial and political advertising.
